Can a bad graphic card damage the monitor ?

Recently my 17inch CRT monitor start smoking so i plug my older CRT monitor, i was able to work with it about 30minutes and no image(no smoke coming out of the monitor this time) and monitor don't display any no signal or any other message just black screen. What causing this? Is it the Graphic card?
