What should I do in this very particular situation?

About a month ago, I asked out a girl where I used to work while she was working. I worked there for 3 months, but I never really talked to her. We only talked once, but it was only about work. Anyway, she said yes and gave me her number; but she warned me that since she worked and went to college at the same time, she didn't have that much free time. 5 days later, I tried calling her, but her cell phone seemed to be off all the time. I went back to her workplace and she told me her cell phone was having problems. I tried to set a date right then, but she said she'd be too busy with tests the upcoming week. 2 more weeks went by and her cell phone continued to act the same way. Bear in mind that I always called her from public phones. After the 2 weeks, I went back to her workplace and she told me that she had lost her phone. She said I could contact her through Facebook. When I tried to set a date, she said she didn't know what days she was going to have off for the next month because they hadn't given her the schedule yet. I added her on Facebook and she accepted. When I got an opportunity to chat with her, I asked her if they'd given her the schedule. She said she'd get it the following monday. When I tried to set a date again, she said she was going to be busy with tests again for the next 2 weeks. The funny thing is that all of the things she told me as excuses to delay this turned out to be true. Last friday, I sent her a message to see if she was available for the third week of May which she hasn't replied yet. She stopped appearing on Facebook for a number of days which was odd because she uses her wall like most of us IM. I actually got worried since even her friends were wondering where she was. I went back to her workplace yesterday and as always, she seemed happy to see me. Before I could say anything beyond hello, she said they had disconnected her internet service due to not paying the bill which has happened before. That day she was really busy with her work, so I left before I could say anything else. That night, she was online. I tried talking to her, but she didn't respond. Now, it's my bad luck that I've never dated before. Also, I lived in the U.S. for eight years and I've been back to my homeland, Chile, for the last year and a half. This girl, of course, is Chilean and has lived here all her life. Finally, my question is: Is this girl really interested in seeing me and these have just been an unfortunate series of events or something else? Any advice will be most appreciated. Thanks to whoever takes the time to read this whole thing and give me an answer.
